Why Is a Downloaded Profile Picture Still Small?
Because X does not keep a bigger one. When a profile picture is uploaded, X scales it down and stores it at up to 400×400 pixels, whatever size the original photo had. That file is the largest avatar that exists on X — HD for an avatar — and it is the one you download here.
If you need the picture larger, the only real source is the person who owns it. Enlarging the 400-pixel file would only make it bigger, not sharper.
